"MrTact, the lead server engineer, has stated a couple of times that this is a high priority issue for them right behind actual shard stability. I haven't heard an update in a while though so I'm not sure how the fix is going.
This is the type of issue that can break the game for many players. I can deal with bugs, balance issues, reverts, etc, but if I cannot play the game at all there really is no point in paying for it.
The issue is that they're flooding us with unneeded data. They're sending 10x - 20x and more data per person per step than before AoS. Each time someone moves on your screen they send to you about 250 bytes of data with each step. A player running full speed can take around 10 steps a second, which is 2.5k per person per second. When you have a number of people and monsters running around it instantly floods all dial up users and some broadband users too which causes huge lag spikes, loss of connection, and blackholes."

Interesting player snipet, any truth to that? I was more laggy when I tried UO few times for few minutes lately, so I tought it could be possible, even if it is just two times more, but still :)
